These included:</span><span> </span></p><ul><li><p lang="EN-GB" xml:lang="EN-GB" xml:lang="EN-GB"><span lang="EN-GB" xml:lang="EN-GB" xml:lang="EN-GB">The taking down of the “How to Survive a Warzone” documentary and delay to broadcasting the “Gaza Medics Under Fire” documentary.</span><span> </span></p></li><li><p lang="EN-GB" xml:lang="EN-GB" xml:lang="EN-GB"><span lang="EN-GB" xml:lang="EN-GB" xml:lang="EN-GB">The historical context and framing of the conflict </span><span> </span></p></li><li><p lang="EN-GB" xml:lang="EN-GB" xml:lang="EN-GB"><span lang="EN-GB" xml:lang="EN-GB" xml:lang="EN-GB">The language and context used with regards to international law, including the ICC arrest warrants, ICJ Advisory Opinion, and current South Africa v Israel ICJ case on the genocide convention.</span><span> </span></p></li><li><p lang="EN-GB" xml:lang="EN-GB" xml:lang="EN-GB"><span lang="EN-GB" xml:lang="EN-GB" xml:lang="EN-GB">How the BBC covers genocide and genocidal comments by Israeli leaders</span><span> </span></p></li><li><p lang="EN-GB" xml:lang="EN-GB" xml:lang="EN-GB"><span lang="EN-GB" xml:lang="EN-GB" xml:lang="EN-GB">Diminishing and belittling of Israeli role in the conflict where coverage is not clear about responsibility for atrocities in Gaza</span><span> </span></p></li></ul><p lang="EN-GB" xml:lang="EN-GB" xml:lang="EN-GB"><span lang="EN-GB" xml:lang="EN-GB" xml:lang="EN-GB">The BBC is an outlet to which millions across the world turn. Yet, the BBC has been accused of falling short on the quality of its overall coverage of Israel-Gaza with respect to provision of context, framing of issues, and language used. Whilst there have been some excellent reports and journalism, much of it has also fallen short in Caabu’s view of the mission to accurately report the gravity of the situation facing Palestinians particularly in Gaza.</span><span> </span></p></div> </div> </div> Fri, 06 Jun 2025 14:22:45 +0000 Anonymous 29120 at https://www.caabu.org Press Release: Caabu and MAP Parliamentary Reception https://www.caabu.org/news/news/press-release-caabu-and-map-parliamentary-reception-0 <span>Press Release: Caabu and MAP Parliamentary Reception</span> <span><span>Anonymous</span></span> <span>4 Jun 2025 - 14:02</span> <div class="news-category"><a href="/news/category/press-release">Press release</a></div> <div class="news-category"><a href="/news/tag/palestine">Palestine</a></div> <div class="body field field-node--body field-name-body field-type-text-with-summary field-label-hidden"> <div class="field-items"> <div class="field-item"><p><span lang="EN-GB" xml:lang="EN-GB" xml:lang="EN-GB">On Tuesday 3 June 2025, Council for Arab-British Understanding (Caabu) and Medical Aid for Palestinians (MAP) co-hosted our parliamentary reception to highlight the plight of Palestinians in Gaza, particularly following the most recent blockade and the horrifying scenes and rhetoric surrounding the US-Israel led “Gaza Humanitarian Foundation”, in which people were killed by IDF soldiers trying to collect lifesaving aid for themselves and their families. </span><span> </span></p><p><span lang="EN-GB" xml:lang="EN-GB" xml:lang="EN-GB">Speeches were given by Steve Cutts, Interim CEO for MAP, Fikr Shalltoot, Gaza Director for MAP, Chris Doyle, Director for Caabu, Andrew Gilmour, the keynote speaker and former UN Assistant Secretary-General for Human Rights, and the Palestinian Mission Ambassador Dr Husam Zumlot. </span><span> </span></p><p><span lang="EN-GB" xml:lang="EN-GB" xml:lang="EN-GB">The speeches highlighted the life saving work that MAP is doing on the ground, in both Gaza and the West Bank, as well as Caabu’s political efforts to promote a just solution. </span><span> </span></p><p><span lang="EN-GB" xml:lang="EN-GB" xml:lang="EN-GB">While Fikr Shalltoot urged UK parliamentarians to act and paid attention to the hope of displaced Palestinians, including herself, to return to Gaza in order to rebuild the ruins and live in dignity, Ambassador Zumlot called for the end of </span><em><span lang="EN-GB" xml:lang="EN-GB" xml:lang="EN-GB">all </span></em><span lang="EN-GB" xml:lang="EN-GB" xml:lang="EN-GB">arms sales to Israel, and highlighted the need for the recognition of a Palestinian state as not a solution, but the first step on the pathway to a solution. </span><span> </span></p><p><span lang="EN-GB" xml:lang="EN-GB" xml:lang="EN-GB">Chris Doyle emphasised that many experts determine that a genocide is unfolding in Gaza, where Palestinians’ options are death by bombing, death by starvation, or forcible expulsion and the need to offer them a different horizon. We call on the Prime Minister to act immediately.</strong></p><p>The Rt Hon Prime Minister Sir Keir Starmer KC<br />10 Downing Street<br />London<br />SW1A 2AB</p><p>30 May 2025</p><p>Dear Prime Minister,</p><p>We are writing as a coalition of 21 organisations deeply concerned about the ongoing detention of British-Egyptian writer and prisoner of conscience Alaa Abd el-Fattah, and the rapidly deteriorating health of his mother Laila Soueif.</p><p>Earlier this week, and after an 18-month investigation, the United Nations Working Group on Arbitrary Detention (UNWGAD) issued its Opinion on Mr Abd el-Fattah’s case. The Opinion could not be clearer in its terms: Mr Abd el-Fattah is being held unlawfully by the Egyptian Government. That the Egyptian Government will not provide the United Kingdom with consular access to their citizen is a further violation of Egypt’s obligations under international law. The UK must now use every tool it has at its disposal to ensure that Mr Abd el-Fattah is released immediately.</p><p>The urgency of securing his release cannot be overstated. His mother Dr Laila Soueif has now been on hunger strike for more than eight months and yesterday (Thursday 29 May) was readmitted to urgent care in hospital. The anguish her family feels is immeasurable. Remembering how close she came to death last time she was hospitalised in February, we also fear the worst.</p><p>Prime Minister, we are grateful for all of your efforts to engage with Egyptian President Abdel Fattah al-Sisi to push for Mr Abd el-Fattah’s release. But time is now running out and, despite the UNWGAD decision, Mr Abd el-Fattah remains in jail. This is not how purported partners are supposed to treat each other’s citizens.</p><p>We call on you to make clear to President Sisi that a failure to immediately release Mr Abd el-Fattah will have long-lasting ramifications well beyond this case, both for Egypt’s reputation and for the future of its relationship with Britain, from tourism to trade and investment. The UK should also consider employing international mechanisms including the International Court of Justice. We understand that the family has written to the Foreign Secretary about concrete steps that could be taken by the UK in this regard.</p><p>Prime Minister, we call on you to act immediately, for there is no time to lose. The announcement of additional sanctions on violent illegal settlers and entities is appreciated, as well as the suspension of trade talks with Israel. </span></p><p><span>However, given the destruction of Gaza, the inhumane Israeli blockade against 2.3 million Palestinians, that according to the IPC nearly half a million people are projected to face catastrophic levels of hunger (IPC 5) between May and September 2025. These measures  almost certainly go nowhere near far enough to stop Israeli actions.  </span></p><p><span>The government’s legal duty is to act to prevent genocide as Tom Fletcher, the UN aid chief pointed out at the UN Security Council. To do so, it needs to place a full<strong> </strong>arms embargo on Israel, including on F35 components, put a ban on all trade with illegal settlements, and place economic sanctions on Israel for its continued breaches of international humanitarian law. </span></p><p><span>Caabu also condemns the statements from the Conservative Shadow Foreign Secretary Priti Patel. She refused to condemn the Israeli blockade nor the genocidal comments from Israeli Ministers. In contrast to the government and the UN, she argued that the UK should support the aid delivery model for Gaza devised by Israel and the US although it violates global humanitarian principles including providing aid on the basis of need. It lacks any Palestinian involvement in its design or implementation.</p><p>This initiative is not a genuine humanitarian effort. It is a smokescreen and, as <a href="https://www.reuters.com/world/un-aid-chief-slams-israels-gaza-aid-plan-cynical-sideshow-2025-05-13/">UN Humanitarian Chief Tom Fletcher has said</a>, “a cynical sideshow” for a deeply flawed and dangerous attempt to rebrand the delivery of aid in Gaza while the Israeli government continues to impose a blockade, bomb civilians, and block life-saving assistance. Aid does not need rebranding. It needs to be allowed in.</p><p><strong>The Problem is Not Logistics. It is Intentional Starvation.</strong></p><p>Despite branding itself as “independent” and “transparent,” the Gaza Humanitarian Foundation would be wholly dependent on Israeli coordination and operates via Israeli-controlled entry points, primarily the Port of Ashdod and the Kerem Shalom/Karem Abu Salem crossing. This entrenches and legitimises the very structures of control that are responsible for cutting Gaza off from food, fuel, and medicine.</p><p>Limiting aid distribution to restricted collection points would effectively exclude persons with disabilities and those who are injured and unable to move easily through the destruction and rubble, violating the principle of impartial needs-based humanitarian assistance.</p><p>Let us be clear: the biggest barrier to humanitarian access in Gaza is not inefficiency or corruption, it is the deliberate restriction of aid by the Israeli government. The military siege on Gaza is a form of collective punishment. The restriction of aid is being used as a weapon of war.</p><p><strong>A Blueprint for Ethnic Cleansing</strong></p><p>The GHF plan outlines the delivery of limited supplies to only 1.2 million people in Gaza during its first phase, with a possible expansion to 2 million. There are over 2.2 million people in Gaza. As <a href="https://www.timesofisrael.com/israeli-plan-to-initially-only-feed-60-of-gazans-as-they-endure-extreme-deprivation/">reported by the Times of Israel</a>, Israeli officials have acknowledged they hope to see some countries “begin to take in Palestinians”, thereby reducing the “gap” between the aid capacity and the population size.</p><p>This is not a logistics problem. It is an admission that the plan includes the displacement of hundreds of thousands of Palestinians, or worse, the abandonment of more than 1 million people to famine. This is not speculation; it is, as organisations such as <a href="https://www.hrw.org/news/2023/12/18/israel-starvation-used-weapon-war-gaza">Human Rights Watch</a>, <a href="https://www.btselem.org/press_releases/20242022_israel_is_committing_the_war_crime_of_starvation_in_the_gaza_strip">B’Tselem</a> and the<a href="https://www.reuters.com/world/un-aid-chief-slams-israels-gaza-aid-plan-cynical-sideshow-2025-05-13/"> UN Under-Secretary-General for Humanitarian Affairs and Emergency Relief</a> have stated, a documented intent. If the strategy knowingly includes failing to feed an entire segment of the population, that is not humanitarianism. It is a crime.</p><p>Israeli Finance Minister <a href="https://www.hrw.org/report/2024/11/14/hopeless-starving-and-besieged/israels-forced-displacement-palestinians-gaza?utm_source=chatgpt.com">Bezalel Smotrich has publicly advocated</a> for the 'voluntary emigration' of Gaza's population, suggesting that reducing the number of Palestinians in Gaza would alter post-war discussions. He stated, “If there are 100,000 or 200,000 Arabs in Gaza and not 2 million Arabs, the entire discussion on the day after will be totally different.”</p><p><strong>Aid Must Be Principled, Not Militarised</strong></p><p>The <a href="https://apnews.com/article/gaza-aid-distribution-israel-hamas-8417c39884394656fd5328d4aebdad64">GHF board includes former senior U.S. military and security officials with no roots in Gaza</a>, no accountability to Palestinian civil society, and a clear record of working in coordination with the Israeli and U.S. governments. The use of armed private contractors and armoured vehicles, all while aid is routed through Israeli-controlled checkpoints, violates the core humanitarian principles of neutrality, independence, and impartiality. </p><p><a href="https://www.reuters.com/world/un-aid-chief-slams-israels-gaza-aid-plan-cynical-sideshow-2025-05-13/">Aid that is used to mask ongoing violence is not aid</a>, it is <a href="https://reliefweb.int/report/occupied-palestinian-territory/humanitarian-aid-must-never-be-used-political-tool-or-military-tactic-joint-statement-humanitarian-situation-gaza?utm_source=chatgpt.com">in fact humanitarian cover for a military strategy</a> of control and dispossession. </p><p>Humanitarian action is governed by four universally recognised principles: Humanity, Neutrality, Impartiality, and Independence. Humanity means that human suffering must be addressed wherever it is found, with special attention to the most vulnerable. Neutrality requires that aid must not favour any side in an armed conflict or political dispute. Impartiality demands that assistance be provided solely based on need, without discrimination of any kind. Independence ensures that humanitarian objectives remain autonomous from political, military, or economic agendas. Any aid operation that undermines these principles, by aligning with one side of the conflict, excluding populations, or operating through military or occupying powers, cannot be considered truly humanitarian. The Gaza Humanitarian Foundation, by design, fails these standards.</p><p><strong>We Call for Real Action</strong></p><p>If governments and donors want to support real humanitarian aid, they must:</p><ul><li>Demand an immediate and unconditional end to the Israeli siege on Gaza;</li><li>Reopen and support multiple, non-Israeli-controlled land crossings, especially Rafah;</li><li>Protect the neutrality, impartiality and independence of humanitarian aid;</li><li>Ensure aid does not become a tool for forced displacement or political manipulation.</li><li>Pursue accountability for those responsible for attacks on aid workers, aid convoys and aid facilities, and for those responsible for the ongoing blockade of Gaza, a war crime and likely act of genocide</li></ul><p>We call on all humanitarians, NGOs, governments, and journalists to reject the Gaza Humanitarian Foundation model and instead demand principled access for all aid providers, not just those who cooperate with an occupying power. </p><p>The solution is not a new branding of occupation. He said that while Trump will get a lot of investment deals from the Gulf, he will have to engage with more difficult issues politically and diplomatically such as those of Iran, Syria and Israel-Gaza. Trump's decision to remove US sanctions on Syria will give new horizons to Syrians, with foreign investments and Syrian business growth more likely to flourish and help rebuild their economy. Agriculture, health and education are other key sectors that will enjoy growth following the lifting of sanctions, but this process will logistically take time. Chris also commented on direct discussions taking place between the US and Iran, and potential prospects for a deal to be struck. He noted that Israel had been threatening an expanded military operation for some weeks, and said that although the stated goal is to defeat Hamas, it is another admission that Israel has effectively abandoned trying to release their hostages. Instead, Israel prefers to embark on massive military operations as it blocks aid and destroys healthcare infrastructure, perpetuating an utter nightmare for Palestinians trying to survive genocide in Gaza. Over centuries, this has often been the way for this great river: the boundary between rival empires and a contested waterway that remains the key to life for millions. </span></p><p><span>The rickety pontoon bridge gives an inkling of what is to come as you leave behind the largely well-developed and functioning Kurdistan Regional Government for an area of Syria that is isolated, vulnerable and economically destitute. The road up from the river is near-impassable, scarred with massive potholes. </span></p><p><span>The Kurdish-dominated area of northern Syria, which many Kurds prefer to call Rojava, is surrounded by what they perceive to be rivals and enemies. The </span><a href="https://www.middleeasteye.net/countries/turkey"><span>Turkish</span></a><span> border is walled off or lined with barbed wire. </span></p><p><span>In every meeting I attended, my interlocutors broached the impacts of the </span><a href="https://www.amnesty.org/en/latest/news/2025/04/syria-coastal-massacres-of-alawite-civilians-must-be-investigated-as-war-crimes/"><span>sectarian violence</span></a><span> carried out in Syria’s coastal regions in March. The underlying but unexpressed fear was clear: we could be next. </span></p><p><span>Representatives from Arab, Christian, Armenian, Alawi, Yazidi and Kurdish communities made this point routinely. Few expressed much trust in the platitudes of the new authorities in Damascus. </span></p><p><span>The most overwhelming sense was of a region that has been obliterated economically. Although reports of smuggling networks abounded, most shops were shuttered. Everyone relied on primitive generators for electricity. Occasionally, a lucky few had access to solar power. </span></p><p><span>At night, few lights could be seen on the streets. The area also suffered from a lack of water. Once the breadbasket of Syria, having replaced the Hawran in the south from the 1950s, the flat, fertile lands were now largely untilled.</span></p><p><span>Myriad reasons were given for this dismal situation: war, Turkish incursions and the fight against the Islamic State (IS) group. The Syrian Democratic Forces (SDF) are also not innocent. Human rights groups have </span><a href="https://www.hrw.org/world-report/2025/country-chapters/syria#651c66"><span>highlighted</span></a><span> significant issues with detaining political activists and the recruitment of child soldiers, some as young as 12, by groups associated with the SDF.</span></p><p><span>Qamishli and Hasakah were on the front lines of that struggle. IS remains a threat to this day, claiming around </span><a href="https://www.nytimes.com/2025/04/17/us/politics/us-withdrawing-troops-syria.html"><span>300 attacks</span></a><span> last year - more than double the previous year’s figure.  </span></p><p><a href="https://www.middleeasteye.net/countries/us"><span>US</span></a><span> and European sanctions have also contributed to crippling the Syrian economy. Nobody will invest until American sanctions are eased.</span><br /><br /><span>Oil fires blazed where the population was forced to use crude methods to extract resources. You can smell it in the air everywhere. One can only imagine the health impacts and environmental damage.  </span></p><p><span>What is needed now is an easing of sanctions to provide a tangible political and economic horizon</span></p><p><span>On a humanitarian level, many people complained to me that international aid had dried up, as NGOs had shifted their focus to Damascus. The needs are great. Overall, half the Syrian population is still </span><a href="https://reliefweb.int/report/syrian-arab-republic/after-13-years-war-syria-more-half-population-faces-hunger"><span>food insecure</span></a><span>.</span></p><p><span>Throughout this area in the north, there are camps for both refugees and internally displaced people. Many have fled recently after </span><a href="https://www.middleeasteye.net/topics/syria-after-assad"><span>the fall</span></a><span> of former Syrian President Bashar al-Assad’s regime and Turkish attacks. </span></p><p><span>The presence of external actors is extraordinary. We passed the </span><a href="https://www.middleeasteye.net/countries/russia"><span>Russian</span></a><span> base at Qamishli airport, and then soon after,  we passed an American base. Russian military patrols still go down the main highway. Where else can you find Russian and American forces deployed so close together?</span></p><p><span>The US has announced it is reducing its force deployment in Syria, closing </span><a href="https://www.nytimes.com/2025/04/17/us/politics/us-withdrawing-troops-syria.html"><span>three of its eight bases</span></a><span> in the northeast. Yet, their presence is seen by many as crucial to the anti-IS coalition, with around 10,000 of the group’s fighters still detained in northeastern Syria.  </span></p><p><span>The sheer presence of American forces acts as a deterrent to IS, who are looking for any opportunity to rise again, but also acts as a buffer to keep Turkish-backed forces and Kurdish groups from fighting. But eventually, Syrians will want to see all foreign forces out of the country. </span></p><p><span>During my visit to the region, the upbeat assessment was that a ceasefire with Turkey had been holding for more than three weeks. The drone attacks had stopped. The Euphrates now forms the de facto border between areas controlled by the SDF and those controlled by Turkish-backed forces. </span></p><p><span>The deal signed in March between </span><a href="https://www.reuters.com/world/middle-east/syria-reaches-deal-integrate-sdf-within-state-institutions-presidency-says-2025-03-10/"><span>Damascus and the SDF</span></a><span> was also a hopeful sign. The Kurdish National Council and other parties have been working towards building on this deal, but significant divisions remain.</span></p><p><span>SDF leader Mazloum Abdi, a key partner for the US in its fight against IS, told me that recent meetings with authorities in Damascus had gone well, as American helicopters hovered nearby in what looked like training exercises. </span></p><p><span>Abdi was also upbeat about progress with Turkey, which itself views the SDF as a terrorist organisation and an extension of the proscribed Kurdistan Workers' Party (PKK). While he described the Turkish threat as an “existential challenge”, Abdi appeared grimly determined to make headway with both Damascus and Ankara.</span></p><p><span>His optimism might not be totally misplaced. PKK leader </span><a href="https://www.middleeasteye.net/news/whats-next-after-ocalans-order-disband-pkk"><span>Abdullah Ocalan</span></a><span>, the political and spiritual leader for many of Syria’s Kurds, called on the group to disarm in February. </span></p><p><span>This represents an opportunity to end the conflict inside Turkey that has </span><a href="https://www.reuters.com/world/middle-east/victims-turkeys-kurdish-militant-conflict-long-peace-2025-03-31/"><span>killed 40,000</span></a><span> people over 40 years. It would also have major implications for both Syrian and Iraqi Kurds. A genuine peace would reassure the Turkish leadership.</span></p><p><span>Ending the fighting in northern Syria would enhance the country’s prospects for long-term stability. This should matter to all international actors, from the Middle East to Europe. </span></p><p><span>What is needed now is an easing of sanctions to provide a tangible political and economic horizon. Israeli Ministers have made clear this is a political decision designed to use starvation for force Hamas to surrender. It is totally in violation of the basic tenets of international law. The UK government including the Prime Minister has criticised the blockade as ‘unacceptable’ but criticism alone is way insufficient.
